Liu Chieh, of Nationalist China, which holds a permanent seat on the Council along with the U.S.A., Britain, France and the USSR, and therefore has the power of veto, also called on the Council to rely on the report from Gen. Bull in regard to “the fact” relating to the Syrian and Israeli complaints. Declaring that the killing of the two Israelis was a “most serious” event, he said “such wanton killing of innocent people is repugnant to the conscience of mankind.”

The Chinese representative made one point which had been hammered repeatedly by all of today’s speakers, including the French. That was that resort to force by either side in the Arab-Israeli conflict was not justified, no matter what the provocation. “Since the whole of the Middle East, ” said the Formosa representative, “could be embroiled, the Council could not condone any use of violence by either of the parties.” Mr. Liu expressed the hope–emphasized by all of the Western Powers–that both Israel and Syria would cooperate fully with the “constructive and realistic measures” proposed by Gen. Bull for easing tensions in the area.

These hopes had been stressed throughout the current debate by Israel, the Israeli government making it amply clear that it is ready at all times to help Gen. Bull to pacify the area.
