Immigration from South America could quickly reach the level of 18,000 a year if proper absorption facilities were made available in Israel, Leon Dultzin, head of the Jewish Agency’s economic department, reported today.

He made the report to the Agency executive upon his return from an extensive tour of Latin America. He urged the construction of low rent housing and careful vocational selection and guidance of newcomers, particularly the youth immigrants.
