A special inquiry commission set up by the Zim-Israel Navigation Co. to probe the collision off the coast of New Jersey last month between the company’s liner the SS Shalom and the Norwegian tanker Stolt Dagall, reported here today that the conduct of the Shalom’s crew before and during the collision was blameless.

The Commission said that every crew member performed his duties according to rules and instructions and that no charge can be brought against them. (The Shalom is scheduled to resume its winter cruise on Tuesday when it leaves for the Caribbean from New York.)
