The first phase of the West German-Israel economic talks ended here today with a communique announcing that the negotiators had agreed that a basis existed for an agreement for West German economic aid to Israel.

The talks, which are being held in the West German Foreign Office, began last Wednesday. The meeting today was the fourth since the talks began. The communique indicated that the negotiations would be resumed in April.

The communique described the talks as taking place in a “frank and open atmosphere, ” and said the negotiators had examined in detail the present economic relationship between the two countries. Details of the amount and terms of the aid promised to Israel will be worked out at a later stage of the negotiations, the communique stated.
