Jacob Kinzler, a New York philanthropist who was a founder and president of Olam Hadash, the only national Hebrew publication for children in this country, died last night at the age of 83. He also had been president of the Yeshva Salenter of the Bronx, the Old Age Home in Riverdale, N. Y., and of the West Side Institutional Synagogue.
