Plans whereby new immigrants in Israel would be encouraged to take employment even ahead of Israelis were outlined here today by Yigal Allon, Israel’s Minister of Labor, who addressed the 17th annual conference of Pioneer Women.

Other plans aimed at helping new immigrants, Mr. Allon said, included special schemes for professionals, intensive Hebrew training courses and the establishment of a single central office for each reception area, so that the new immigrant would have to visit only one office instead of many.
