A substantial portion of the Soviet Union’s 1968 defense budget, set at $18,55 billion, will go toward bolstering and rearming the Arab states, it was noted here today.

The 1968 defense budget was announced in Moscow yesterday by Deputy Premier Nikolai K. Baibakov, and spelled out before the Supreme Soviet (Parliament) by Finance Minister Vasily F. Garbuzov. The record budget, up by $2,44 billion over 1967, will include, according to Mr. Garbuzov, increased support of the forces in the Middle East opposing Israeli “aggression.” Other items on the defense budget’s section for overseas military aid include assistance to North Vietnam.
