Two hundred Arab prisoners from the Gaza Strip and West Bank areas were being released today as a result of a special amnesty granted by the military governors on the occasion of the Moslem holy month of Ramadan, which began Saturday. The amnesty does not apply to prisoners convicted of participation in acts of terror or sabotage, or those known to be members of El Fatah and other terrorist gangs.
