Prime Minister Levi Eshkol indicated in the Knesset (Parliament) today that the joint American-Israeli project to build a nuclear powered plant in Israel for the desalination of sea water may never materialize, unless Israel receives part of the necessary cash outlay in the form of a grant and the rest as a low interest loan.

Mr. Eshkol estimated the cost of the project at $200,000,000. He said it was still in the planning stage, and there has been no decision to go ahead. His remarks were in response to an agenda motion on the subject presented by Dr. B. Avniel of Gahal, the Herut-Liberal Party faction in the Knesset.
