Foreign Minister Abba Eban told a press conference here today that Israel intended to occupy the Arab territories captured in last June’s war only until a peace settlement was negotiated with the Arabs. But, he said, in certain areas, such as the Golan Heights of Syria, Israel would never accept the return of aggressive forces. Mr. Eban arrived here yesterday from Helsinki on the last leg of a Scandinavian tour. He met with Prime Minister Hilmar Baumsgaard and Foreign Minister Poul Hartling. Denmark is a member of the UN Security Council.
Mr. Eban told the press that “all matters of boundaries and refugees can be settled through direct negotiations” between Israel and its Arab neighbors. He said Israel would like to see a system of constructive cooperation in the Middle East modeled on Scandinavian lines or on the European Economic Community. Mr. Eban was greeted warmly in the Danish capital, but the local Danish-Arab committee organized a protest march.
