Sixteen American and Canadian organizations concerned with international human rights announced here that they will launch a campaign to press for ratification of all United Nations human rights conventions by the United States Congress and by Canadian legislative bodies. Canada has ratified five of the covenants. The U.S. so far has accepted the convention outlawing slavery but has still not ratified those outlawing racial discrimination, genocide and political discrimination against women.
