The Joint Distribution Committee announced here that Stephen Solender, former director of the Skokie Jewish Community Center in Chicago, has joined its overseas staff as a consultant on Jewish community centers and vacation camps in Europe. Louis D. Horowitz, director general of the JDC, said the appointment was part of the technical assistance program for European Jewish communities.
