Bureaucratic Red Tape Must Go

Dr. Ernst Y. Nebenzahl, the State Comptroller. said in his annual report released today that the bureaucratic machinery of government In Israel is, in many instances, a bottleneck that holds up essential operations. The problem of securing quality and efficiency in the civil service has been given a low priority by policy-makers. Dr. Nebenzahl charged in the 900-page document devoted to administrative shortcomings in individual government departments and corporations.

He recommended the appointment of a person of Cabinet or deputy ministerial rank with sufficient authority to cut through red tape and unsnarl government procedures. The civil service, he said, must keep pace with rising living standard and the increasingly sophisticated needs of a modern state. Dr. Nebenzahl said his office was examining aspects of the Netivei Neft case not covered by the report of the government panel that Investigated alleged scandal in the oil company’s operations.
