Defense Minister Moshe Dayan was invited by the South Vietnamese government to visit Saigon but has declined, it was learned here today. Dayan thanked Saigon for the invitation but said he was unable to accept it, the newspaper Maariv reported. There was no comment from the Defense Ministry. According to Maariv the invitation was extended before North Vietnam began its current offensive on March 30. It was relayed to the Israeli Ambassador in an unidentified Southeast Asian country by the South Vietnamese Ambassador. Israel has no diplomatic relations with Saigon.
