United States Secretary of State William P. Rogers said in Kuwait yesterday that direct Arab-Israeli negotiations were necessary to resolve the Middle East stalemate, according to reports reaching here. “Why should not these talks be direct?” he asked at a press conference. “Other parties have been obliged to meet and start a dialogue.” He added: “We are seeking a peaceful settlement for the Middle East conflict. Many world problems–including Germany, Vietnam, Korea, and India and Pakistan–are now heading towards solutions.”
