Israel Holds out for General Pow Exchange

Political circles here said tonight that Israel would submit a resolution to the Security Council calling for a general prisoner-of-war exchange should Lebanon and Syria introduce resolutions of their own demanding the return of five high-ranking Syrian officers and a Lebanese captain captured by Israel last June 21.

The circles reaffirmed Israel’s objection to any arrangement other than a general POW exchange between Israel, Egypt and Syria. Israeli authorities say that a new session of the Security Council on the matter would hamper efforts currently underway through the Red Cross and UN Secretary General Kurt Waldheim to effect a POW exchange, Israel holds over 100 Egyptian, Syrian and Lebanese POWs. There are ten Israeli prisoners in Cairo and three in Damascus.
