Gov. Nelson Rockefeller said at a press conference here today that President Nixon had obtained an agreement with Soviet leaders to allow 35,000 Russian Jews to emigrate annually to Israel. The Governor, here for what he called “first hand observations of Israel’s development,” said he was told the arrangements for the emigration were made during the Nixon summit visit to Moscow. The Governor told the news conference he learned of the arrangement from talks with President Nixon and Dr. Henry Kissinger, the President’s advisor on national security affairs. Rockefeller said he was informed that the issue of Soviet Jewish emigration “was high on the agenda” of the summit conference in Moscow.
