UN African Envoys Condemn Munich Massacre

Israeli Foreign Minister Abba Eban, meeting here in recent days with leaders of African delegations to the United Nations General Assembly, was advised by them that they all condemned the Munich massacre of 11 Israeli athletes but were afraid to support blanket condemnation of terrorism for fear it would hurt legitimate national-liberation movements in Africa.

Concurrently, Israeli sources said, the African delegates indicated that there was no reason to fear that Uganda’s policy of expelling Asians and praising Hitler would be echoed by other African states. Regarding the Arab bloc, the African delegates indicated that little or no change can be expected in its attitude apart from such far-reaching matters as attempts to exclude Israel from UN bodies and institutions.
