WASHINGTON (Nov. 2)
The following are the full texts of Laws 572 and 573 adopted by the Presidium of the Supreme Soviet and by the Council of Ministers on Aug. 3, 1972 and put into effect on Aug. 14:
“Law 572. Citizens of the USSR leaving for permanent residence abroad in other than Socialist countries are under obligation to compensate the State for their education received from institutions of higher learning, for graduate work, medical internship, graduate military studies and for receiving the respective academic degrees. Signed Podgorny, (President of the Supreme Soviet) and Georgavze, (Secretary).”
“Law 573. The Council of Ministers of the USSR adopts and affirms the decree 572 of the Supreme Soviet and directs the Ministries of Finance and Higher Education to institute education fees as compensation for the expenditures for education in institutions of higher education for persons departing for permanent residence in capitalist countries and also authorizes the organs of the Ministry of Finance and Internal Affairs to grant in exceptional cases partial or full exemption from payment of these fees. Signed Kosygin (Prime Minister).”
