Ambassador G.S.K. Ibingira of Uganda charged yesterday that Israel’s professed friendship for African States was hypocritical because it continued to be responsible for the closing of the Suez Canal and was conniving with South Africa to deprive East African States, including Egypt, of trade benefits. Speaking in the General Assembly’s Middle East debate, Ibingira charged Israel with thus punishing African States not directly involved in the Mideast situation while increasing diamond and military trade with South Africa.

Ibingira also charged that Israel was engaging in “blatant acts of aggression committed in the name of self-defense,” was ignoring the dictates of Security Council Resolution 242 by not quitting all the administered Arab territories, was stifling the Jarring mission, and was repressing the Palestine refugees. He said pence could not be seriously discussed as long as Israel was “fitted with all the arms it needs,” allowing it to hold territory “by sheer force of arms.”
