WASHINGTON (Jan. 31)
Rep. Jonathan Bingham (D.NY) said he had Secretary of State Henry A. Kissinger in mind when he introduced legislation this week for a constitutional amendment that would permit persons not born in this country to become President.
Bingham said that his proposal “does not amount to an endorsement of Henry Kissinger as President,” and added, “I must say in all candor his achievements as Secretary of State have highlighted the problem. Why should a citizen of Dr. Kissinger’s talents be barred from the Presidency? More importantly, why should the American people be denied the right to elect a Kissinger to any office?”
The measure has very little chance of passage, Capitol sources indicated.
