Premier Golda Meir was reported today to be favorably disposed toward a proposal by Leon Dulzin, Jewish Agency acting chairman, that the Agency undertake the construction of a substantial portion of immigrant housing, utilizing modern techniques and materials and the expertise of American construction experts. Mrs. Meir has called a top level meeting to discuss the proposals. Dulzin will meet tomorrow with Housing Minister Yehoshua Rabinowitz.
Up to now, the Jewish Agency has purchased housing already built by the government and a severe shortage exists. Dulzin says he has been advised by special housing consultants, headed by Florida builder Robert Russel, that construction time could be reduced to six months instead of the 2-3 years it now takes to build housing units in Israel. He said material being used in Israel is considered obsolete by modern builders and that new techniques are required.
