Addressing an off-the-record meeting of the Conference of Presidents of Major American Jewish Organizations today, Moshe Dayan, former Israeli Defense Minister, speaking as Palestine Liberation Organization head Yasir Arafat was about to begin his address at the United Nations, reiterated that the PLO, despite all its efforts would not be a partner to any negotiations with Israel.

Dayan minimized the PLO’s impact, stating that the PLO cannot start a war and cannot make peace. He expressed confidence in the sound future of Israeli-American relations, based on mutual interests and trust. He stated that Israel was militarily confident and strong and that the Arab states were fully aware of this. He was greeted by warm applause as he entered the hall and as he left the meeting after a question and answer period which lasted for almost two hours.
