A Palestine Liberation Organization delegation has arrived here to participate in the General Assembly debate on Palestine starting tomorrow, but Palestine Liberation Organization chief Yasir Arafat will not come to New York for the debate, one of the delegation members said. The Palestinian delegation of 12 is headed by Farouk Kaddoumi, who heads the PLO “international affairs” department.

Arafat made his first visit to the UN last year and was accorded head-of-state honors by the UN. President Anwar Sadat of Egypt, in his address to the Assembly last Wednesday, gave strong support to the PLO’s claim to represent Palestinian Arabs and said Egypt’s delegation would introduce a resolution to proclaim the PLO’s right to participate, on an equal footing with other parties, in the Geneva Middle East peace conference, when and if it is convened.

The U.S. and the Soviet Union are co-chairmen. The other parties are Egypt, Israel, Jordan and Syria.
