Proposal to Establish World Council As Supreme Managing Body for Uia, Kh

The World Zionist Organization Executive, at its weekly meeting here yesterday, approved a proposal by its chairman, Lean Dulzin, to establish a World Council as the supreme managing body of the United Israel Appeal-Keren Hayesod which raises funds for Israel in all countries except the United States. The proposed new structure will be submitted for final approval by the Zionist General Council at its next scheduled meeting here July 2-3.

Dulzin said the World Council will consist of 16 members, half of them members of the WZO Executive and half representing the chief fundraising organizations. The Executive members are Dr. Avraham Avihai, Raphael Kotlowitz, Akiva Levinsky, Likud MK Avraham Katz, Eli Eyal, Avraham Shenker, Andre Narvoni and a former member of the WZO Executive, Rabbi Mordechai Kirschblum.

The other eight members of the World Council will be the heads of fund-raising organizations in Canada, England, France, Switzerland, Australia, South Africa and two UIA representatives in Latin America. Dulzin will serve as chancellor of the World Council. The chairman will be one of the overseas representatives. A WZO Executive member will serve as chairman of the Keren Hayesod directorate.

The WZO Executive discussed other matters, including the forthcoming meeting of the World Jewish Congress managing committee. Dulzin announced that the WZO Executive will convene a special session with WJC president Philip Klutznick. He said the Executive will demand that the WJC adhere strictly to its constitutional ban against interference in the internal affairs of any Jewish community, including Israel, except at the specific request of a community. Dulzin referred obliquely to rumors extant in Israel last February alleging that Klutznick had suggested to President Carter that he should apply pressure on Israel. Klutznick vigorously denied the rumors which stemmed from anonymous sources.

Dulzin stated further that the WZO Executive would demand full implementation of the existing agreement that bans the WJC from making political statements without prior consultation with all members of its Executive. There are three representatives of the WZO on the seven-member WJC Executive.
