The strike of 60,000 teachers ended its first week Sunday with no settlement in sight as the government and the teachers’ union stood fast on their respective positions. Negotiations brake down Friday after the teachers charged the government with backtracking on an earlier offer of a 25 percent salary increase, 10 percent above the ceiling set for all civil service workers. Government representatives denied that any such offer had been made.
