UNITED NATIONS (Oct. 22)
A proposed one-year extension of the mandate for the United Nations Interim Force in Lebanon (UNIFIL) which expires midnight Tuesday is being held up by Soviet objections. The Soviet Union is insisting that the Security Council extend the mandate for only six months, according to sources here. The one-year extension was recommended by Secretary General Kurt Waldheim in a report on the Middle East to the Council last week. Soviet agreement is needed since it can veto any action of the Security Council. There are now 4178 troops in UNIFIL.
