President Carter today formally asked Congress to approve a $4.8 billion program of loans and assistance to Israel and Egypt. “The peace process must not be allowed to languish,” he said in proposing legislation to finance aid programs related to the peace treaty recently signed by the two nations. Swift action to enact the bill will demonstrate U.S; capacity to decisively “support our friends in the Middle East,” Carter said in messages to House and Senate leaders.
