The United States Thursday, noting the absence of affirmative action by the United Nations Secretariat towards preserving the UN Emergency Force (UNEF) in the Sinai, emphasized it opposes an Egyptian-Israeli group to substitute for an international military presence. UN Secretary General Kurt Waldheim, in a report Thursday to the Security Council, which must act by July 24 on the renewal of UNEF’s mandate, withheld recommendations for renewing the mandate. Pointing out this absence, State Department spokesman Hodding Carter said he would not comment on the report but he went on to stress a force will be put in place.
