Edmund Muskie, former Secretary of State in the Carter Administration, will join the international law firm Chadbourne, Parke, Whitesaide and Wolff as a senior partner, it became known here this weekend. The firm has offices in New York, Washington and the United Arab Emirates. The report said Muskie, who left the Senate to join the Carter Administration last summer, expects to spend most of his time in Washington.
