— Richard Schifter, the U.S. alternate delegate to the United Nations Human Rights Commission meeting here, renewed his attack Tuesday on anti-Semitism in the Soviet Union and declared that the American people will not accept a double standard in international affairs– one for the Soviet bloc and its friends and another for the rest of the world. In the course of a debate on violations of human rights, he said that while in the USSR published attacks on Jews are often encouraged, thousands of Jews are denied their only escape, the right to emigrate.
