Charlotte Jacobson, Chairman of the Soviet Jewry Research Bureau of the National Conference on Soviet Jewry, reported Tuesday that “Jewish emigration has fallen to a frightening low as only 168 Jews arrived in Vienna in October — the lowest level recorded since emigration began.”
