Premier Yitzhak Shamir sent a message of congratulations Monday to the new American defense secretary designate, Frank Carlucci. He expressed hope for continued close ties between the United States and Israel.
Carlucci, who has been President Reagan’s national security adviser for the past year, was appointed to succeed Caspar Weinberger, who announced his resignation last week.
