President Clinton will confront Palestinian Authority Chairman Yasser Arafat with a harsh assessment of his failure to crack down on terrorism. Arafat, who is slated to meet with Clinton at the White House on Thursday, arrived in Washington just hours before Israeli Prime Minister Benjamin Netanyahu was scheduled to return to Israel. Rumors of a possible Netanyahu-Arafat meeting appeared unfounded.
