U.S. Secretary of State Madeleine Albright enlisted the aid of Jewish leaders in lobbying Capitol Hill for an increased foreign aid budget. “Diplomacy is America’s first line of defense. It should be treated as a budget priority,” Albright told the meeting of the Conference of Presidents of Major American Jewish Organizations.
