President Clinton vetoed the foreign aid bill Monday, saying it did not contain any money for Israel and the Palestinians to implement the Wye agreement. The president described the bill, which contains $2 billion less than he requested, as one example of “the new American isolationism” being pursued by the Republican-controlled Congress. However, Republican leaders said they were not going to dip into the Social Security surplus or raise taxes to increase foreign aid spending.
