A U.N. resolution demanding that Israel dismantle its West Bank security fence did not come to a vote Tuesday. Forty-three ambassadors spoke at the open Security Council meeting, called by Syria to debate the fence. The meeting was expected to conclude Tuesday afternoon without a vote, U.N. spokesman Stephane Dujarric said.
