The Bush administration has decided to encourage unofficial Israeli-Palestinian peace proposals to break the diplomatic impasse. An administration official said the new policy was reflected in Secretary of State Colin Powell’s praise for the “Geneva accord” and Deputy Defense Secretary Paul Wolfowitz’s support for the People’s Voice grass-roots petition — two recent, unofficial peace plans.
