President Bush nominated a Jewish judge to head the Department of Homeland Security. Michael Chertoff, a judge on the Third Circuit Court of Appeals in Philadelphia, ran the Justice Department’s criminal division from 2001 until 2003 and was involved in drafting the U.S. Patriot Act.
