Donor funds have begun flowing into an account controlled by Palestinian Finance Minister Salam Fayyad. The funds, which have American backing, will be used to pay partial government salaries, officials said Monday, according to Reuters.Though the Palestinians remain under a Western embargo imposed after the electoral victory of Hamas in March 2006, a letter from the U.S. government to the European Union earlier this month paved the way for funds to be transferred to an account controlled by Fayyad.
