A summary of activities of the 1963 session of the California Legislature indicated today that enactment of new laws to guarantee equal rights for all citizens was one of the session’s major accomplishments.
Assemblyman Milton Marks, in evaluating the session’s activities, said that the highlights included adoption of a fair housing law, outlawing discrimination in almost every type of housing. The new law affects almost all publicly aided housing, and from 60 to 70 percent of private housing. The law specifically bans refusal to sell, lease or rent housing in the stipulated categories to anyone because of race, creed or color.
