Menachem Beigin, former leader of the now-dissolved Irgun Zvai Leumi and present head of the Herut Party in Israel, arrived here by air and was greeted by some 2,000 Cuban Jews. The rightist leader was scheduled to be guest of honor at a $100-plate dinner at the Ectel Nacional here. He is visiting several Latin American countries during his present junket.
The Zionist Federation of Cuba issued a statement declaring that it is not taking part in the reception to Mr.Beigin, since he is visiting Cuba not as a representative of the Israel Government, but as leader of the Herut seeking to raise funds among Cuban Jews, despite a ban on seperate fund-raising efforts for Israel. The Hashomer Hatzair organization distributed a pamphlet in Spanish charging that Mr. Beigin is a "murderer."
