That the 21 American nations are unanimous in their approval of a continental drive against totalitarian penetration was seen in the fact that Argentina, the leader of a group of nations that formerly were ready to block any measure that might be construed as anti-European, has actually taken the lead with a far-reaching proposal to stem the advance of extra-continental doctrines.
