A report by the Jewish Agency indicated today that 21,000 new settlers had come to Israel during the first six months of this year. Immigration from the United States, the Soviet Union, Canada and East Europe was reported to have been larger than officials had expected while immigration from Western Europe and Africa was smaller than had been anticipated.
