The question of the future of Zionism outside Israel, the problem of the absorption of immigrants in Israel, and the unity of the religious Jews in the United States occupied top priority on the convention agenda. The featured speaker at the convention, S.Z. Shragai, member of the Jewish Agency executive, hailed the lifting of the arms embargo on Israel. Dr. Bernard Bergman, president of the organization, in his address stressed the importance of increased immigration of pioneers to the Jewish state.
