France, Britain and Switzerland have reportedly drawn up a joint resolution calling upon all International Civil Aviation Organization (ICAO) member states to bar from their airports and air space all air companies belonging to countries guilty of air piracy. The three countries, French circles said here today, will present their resolution to the general assembly of the ICAO when it convenes in Rome Aug. 28.
The French sources said the resolution will also call on member states to ratify the Montreal and Ottawa conventions which impose strict penalties on countries harboring hijackers and air pirates. These conventions must be ratified by two-thirds of the member states to become law.
The resolution, these sources said, will force member states to try or extradite hijackers and will call on member states to withdraw all technical facilities, landing rights and overflight permits from countries which harbor or engage in air piracy in any form.
