Four Palestinians arrested in West Berlin on Oct. 24 are to be charged with possessing explosives and conspiring to make explosive attacks, it has been announced by the legal authorities in the city. Police discovered. five kilograms of high explosives in a suitcase in their rooms after a tip-off. The four men, between the ages of 18 and 33, were said to have flown from Beirut to East Berlin on Lebanese passports, and then to have crossed the sector boundaries to West Berlin. One of the Palestinians said he had been given the suitcase in Beirut. He had been told it contained narcotics, and would be collected in West Berlin.
