Five nations have already signed a provisional arrangement for German refugees adopted yesterday by an intergovernmental conference under League of Nations auspices, it was disclosed today. The signers are France, Denmark, Great Britain, Holland and Switzerland.
The arrangement, which goes into effect thirty days after the League receives the signatures of all subscribing nations, provides for issuance of certificates of identity to exiles by the nations in which they take refuge.
