Sixty-five members of the United Synagogue youth movement, who volunteered to act as couriers, arrived here from Los Angeles today to present petitions protesting Soviet anti-Semitism to the United Nations and the Soviet legation on the eve of Chanukah. The petitions, bearing the signatures of 5,000 Los Angeles residents, also protest the restrictions on Jewish cultural and religious expression in the Soviet Union.
