Kapplin of Duluth, member of the editorial staff of the Duluth Herald, former state commander of the American Legion and active participant in Jewish affairs, was named by President Roosevelt as a member of the civilian board of review to pass on cases of World War veterans now before the Veterans Administration at Fort Snelling.
